Management Team

Our Public Sector management team has decades of experience applying information technology to support public sector agencies. Their shared mandate is innovation and a “customer first” philosophy, which they promote across our organization.

  • Gil Santos Gil Santos division chief executive officer, Public Sector

    Gil Santos has over 20 years of executive management, business strategy, operations, and technology development expertise in the public sector and wireless communication technology markets. From 2003 to 2005, he served as president and CEO of SunGard HTE. From 1998 to 2003, Mr. Santos served as executive vice president and chief technical officer for HTE. Mr. Santos also held key roles as vice president  of business strategy and development, where he was responsible for the rationalization of the company’s product portfolio including the sale of under performing assets and development of new web based solutions. Prior to joining HTE, Mr. Santos served for 15 years with Motorola Inc. in a variety of operational, strategy and technology roles of increasing leadership at Motorola’s Land Mobile sector. Notably, Mr. Santos led business and technical management development for the Nextel/iDEN communication system, and served as director of operations for Motorola's Worldwide Data Solutions Division where he created and implemented an integrated software strategy. He holds a BS in Electrical Engineering from the University of Miami, and an MBA in International Business from the Stuart School at the Illinois Institute of Technology.

  • Thomas Huber Thomas V. Huber president, Local Government

    Thomas V. Huber was previously president of SunGard Higher Education's Managed Services group (formerly Collegis). Collegis, which was acquired by SunGard in 2004, subsequently combined with SCT and BSR to form SunGard Higher Education. Tom has 25 years of experience as a senior executive working with a number of technology-based companies. Prior to joining SunGard Higher Education, Tom was the president of Fiserv CBS Worldwide, a leading provider of banking solutions. Additionally, he has held senior management positions with Citicorp, Newtrend, Inc., Paramount Communications, and Ernst & Young. He holds a BA in Business and Accounting from Loras College and an MBA from Northern Illinois University.

  • Frank Lavelle Frank Lavelle president, K-12 Education

    Frank Lavelle previously held executive-level positions with Xerox and Siemens Medical Solutions, where he gained extensive experience in the government, education and medical sectors. Prior to joining SunGard Mr. Lavelle served as president of Med Quist, a leading provider of medical transcription software technology and services. Mr. Lavelle also spent 15 years as a senior executive at Siemens Medical Solutions (SMS), and served as an Executive Vice President at LaFrance Corporation, a production integrated manufacturer based in Philadelphia, PA.

  • John Gibson John Gibson chief executive officer, Public Sector Ltd. (UK)

    John Gibson has many years of experience in technology leadership. John has held CEO and other executive-level positions with Bull and Anite, and most recently has served as Chief Operating Officer, Government Sector of Xansa.
